President / Founder

Originally from West Texas, Russell completed his Undergraduate and Masters degrees at the University of Texas before coming to Virginia to serve in the Army.  He then completed his Doctorate at the College of William and Mary and started work as a proposal professional.  He plays the piano and violin avidly.   

Prior to founding Organizational Communications Inc. (OCI), he worked as a proposal manager in Virginia Beach for ADTECH, ManTech, and small businesses.  He founded OCI in 1985 to help federal contractors prepare their competitive proposals. The company moved to the Washington, D.C. area in 1991.  As a result of providing quality service, the company began to grow and expand. It moved into a commercial office in Herndon, Virginia in 1995 and then into a larger office in Reston, Virginia in 2001.  The company started a public proposal training program in 2003.  And it became the third-largest proposal services provider in 2007.

He believes in developing business win-win relationships for both OCI clients and OCI proposal consultants.  He repeatedly tells OCI personnel, You are not looking to maximize THIS ASSIGNMENT.  What you want to maximize is your relationship with the customer at a moving point that is two years out in the future.
