alt text The Capture Manager formulates strategy for capturing the business.  This highly strategic professional determines customer needs and develops tactical solutions. He/She will prepare the Strategy Plan and Capture Plan and conduct a competitive analysis. The capture manager is also responsible for directing the Proposal Manager for content and approach and for helping interface with the customer, subcontractors, and consultants. The Proposal Manager manages proposal team and subcontractor activity and is responsible for preparing outlines, compliance matrixes, proposal plans, status reports, and for developing writing assignments.  He/She also prepares the proposal format and file directories, and manages iterative versions of the proposal.   The Proposal Manager reviews author material and manages final preparation of the proposal for delivery. The Volume Manager Reports to the Proposal Manager (PM) and performs the same role as the PM for a specified volume.  Volume Managers specialize in subject matter such as Technical, Business, Management, Price and sometimes others such as Logistics, Past Performance, and Personnel. The Proposal Writer helps write proposal sections.  Most commonly, the Proposal Writer prepares the management volume and edits the material that goes in the technical volume and the price volume.  Higher level proposal writers help write the Executive Summary. The Editor is responsible for providing edits to proposal sections addressing clarity, consistency, style, and sales messages.  He/she also ensures that the proposal format consistent with solicitation requirements.  The level of editorial work performed by the Editor varies by assignment. Copy Editors edit the document for factors such as punctuation, capitalization, spelling, word usage, etc. Substantive Editors rewrite phrases to enhance clarity, consistency, style, and meaning. Rewrite Editors substantially rewrite sections of a document. Shred Editors rewrite material that is so rough that the sections need to be rewritten from scratch. These proposal writers and/or editors focus almost exclusively on preparing resumes and writing past performance content.  Plans Writers prepare plans such as the following: Management Plan, Transition , QA , Disaster Recovery, Risk, Small Business Utilization, Security, Facility The Coordinator assists the proposal manager in proposal process coordination and proposal production management.  This individual helps to publish and enforce schedules, arrange meetings, and facilitate the submission and iteration of author input.  The coordinator also serves as the file manager and coordinates the flow of editorial and graphic proposal pieces throughout the proposal development process.  On smaller proposals, the Coordinator assists in desktop publishing. The graphic artist prepares graphics and enters written drawings and concepts into the computer.  He/she also helps authors determine how best to present ideas in charts, graphs, figures, etc. and prepares covers and spines for the proposal. Graphic Artists work with tools such as PowerPoint, Photoshop, Corel Draw, Visio, et al. OCI provides two levels of graphic artists: Standard Graphic Artists that help to create standard proposal charts, figures, and drawings. Conceptual Artists that prepare original cover quality art at a high level of sophistication and attractiveness The Desktop Publisher uses standard desktop software to paginate the proposal.  This individual formats digital input, anchors figures, establishes headers and footers, generates table of contents and list of illustrations, etc.  He/she configures folders/files to control multiple proposal versions and edits material.  The Desktop Publisher is sometimes called on to perform some aspects of the coordinator role, such as serving as file manager and ensuring that the proposal conforms to solicitation content requirements. The Desktop Publisher uses standard desktop software to paginate the proposal.  This individual formats digital input, anchors figures, establishes headers and footers, generates table of contents and list of illustrations, etc.  He/she configures folders/files to control multiple proposal versions and edits material.  The Desktop Publisher is sometimes called on to perform some aspects of the coordinator role, such as serving as file manager and ensuring that the proposal conforms to solicitation content requirements. The Price to Win Analyst is a specialized pricing analyst who carries out studies as required to determine what price the customer company needs to offer in order to win the contract. The Competitive Pricing Analyst completes in-depth studies of competitor companies in order to predict what solutions they will offer in order to help the customer company develop a strategy that will win the contract. The Orals Coach provides coaching as required to help a customer team prepare to make their oral proposal presentation.  This individual may assist with all or part of the orals development process, including development of the concept; preparing the outlines, developing the graphics, coaching individual presenters; coaching the group presenting as a whole; and even simulating the presentation environment. Our extensive talent pool allows us to staff most Red Team positions. Our experience working with Red Teams has enabled us to develop effective Red Team processes and forms. OCI has the depth of talent to fill red team positions including: Technical specialist in the bid program area, Program management specialist, Pricing specialist, and Others. The Solutions Architect leads in developing the technical solution that will be offered in response to the solicitation. The EVMS Specialist variously provides training, plans development, and pricing as required to prepare proposals for Earned Value Management Systems (EVMS) contracts. The PBSC Specialist variously provides training, plans development, and pricing as required to prepare proposals for Performance Based Service Contracts (PBSC). The IMP & IMS Specialist prepares Integrated Management Plans and Integrated Management Schedules (IMP & IMS)
