Over the past decade, federal government customers have procured Commercial Satellite Communications (COMSATCOM) services through a combination of Defense Information Systems Agency (DISA) and General Services Administration (GSA) contract vehicles. With the multiple contracts expiring in the 2011-2012 timeframe, and to increase cooperation among federal agencies, DISA and GSA have announced a joint strategy to replace the expiring contracts.
Program Name: Future Commercial Satellite Communications (COMSATCOM) Services Acquisition (FCSA)
History: The Federal Government has procured Commercial Satellite Communications services through a combination of DISA and GSA contract vehicles. With these contracts expiring within the next 12-18 months, and to increase cooperation among federal agencies, DISA and GSA have announced a joint strategy to replace the expiring contracts. Two new Special Item Numbers (SINs) are being created to service Government COMSATCOM Transponded Capacity and COMSATCOM Subscription Services requirements. These have been described in an RFI (issued in October 2009).
The associated COMSATCOM services focus on global fixed-point satellite communications services (Fixed Satellite Service), and worldwide mobile communications services (Mobile Satellite Service) of high quality and reliability. Furthermore, National Security Presidential Directive (NSPD) No. 49, Subject: National Space Policy, dated 31 August 2006, states that United States national security is critically dependent upon space capabilities, and this dependence will grow. Space activities are also closely linked to the operation of the Government’s critical infrastructures and have increasingly been leveraged to satisfy national security requirements.

Description: The General Services Administration (GSA) and the Defense Information Systems Agency (DISA) announced a joint Future COMSATCOM Services Acquisition (FCSA) making use of Federal Supply Schedules and GSA-owned Indefinite Delivery, Indefinite Quantity (ID/IQ) contracts to service Government COMSATCOM requirements. GSA and DISA are seeking feedback on the draft Information Technology (IT) Schedule 70 documentation for two new Special Item Numbers:

Goals and Objectives of GSA-FCSA: As the U.S. government becomes increasingly reliant on commercial satellite communications services to satisfy its expanding requirements, these Special Item Numbers (SINs) establish a vehicle that provides a one-stop, common marketplace for the entire Federal Government.
Areas of Technology: Based upon the importance of COMSATCOM services to the missions of the various Federal Agencies, the General Services Administration (GSA), in partnership with the Defense Information Systems Agency (DISA), has identified a set of capabilities expected from COMSATCOM services supporting Federal Agency requirements.
Scaleable COMSATCOM capacity (based on availability); Worldwide coverage in any commercially available frequency band; Service provisioned 30 days or less from task order award; NetOps monitoring and fault reporting consistent with commercial/industry standards and/or best practices; Commercial solutions addressing Federal Information Assurance and Protection requirements; Federal Information Security Management Act (FISMA); Committee on National Security Systems Policy (CNSSP) 12; and National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53
