The U.S. Army, Communications-Electronics Command (CECOM) Acquisition Center intends to provide a single, multiple award contract vehicle covering a broad range of valuable services to meet the needs of all C4ISR customers at Fort Monmouth, NJ. The intent of the proposed contract is to provide multiple prime contractors and subcontractors capable of providing the broad range of equipment and services required to accommodate varied user demands.

Program Name: Strategic Services Sourcing (S32G)

History: Previously, this contract provided the Fort Monmouth Command, Control,
Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR)
community a broad range of support services through multiple Indefinite Delivery
Indefinite Quantity (IDIQ) contracts.

Description: The contract will be used for a broad range of services that support
command-and-control operations and systems. The RFP will establish the requirements
for Contractor-provided complete life cycle services to include engineering, logistics and
business operations support for Command, Control, Communications, Computers,
Intelligence, Surveillance, and Reconnaissance (C4ISR), Joint, and other Agency
Customers. Team C4ISR consists of

• CECOM (Software Engineering Center, Logistics Readiness Center, CECOM
Contracting Center, Information Systems Engineering Command, Central
Technical Support Facility and Tobyhanna Army Depot);

• PEO Command, Control and Communications Tactical;

• PEO Enterprise Information Systems;

• PEO Intelligence, Electronic Warfare and Sensors; and

• Communication-Electronics Research Development & Engineering Center.

These services may be performed in conjunction with all new and existing system of
systems, family of systems, business systems, information systems, communication
systems, weapon systems, platforms, systems, subsystems and items.

The draft Performance Work Statement (PWS) provides general requirements. Specific
requirements will be further defined in subsequent individual PWSs and their
corresponding Task Orders.

Contract Type and Other Characteristics: This will be a full and open competition,
resulting in multiple 3-year base awards plus two 1-year options. CECOM will provide a
single vehicle covering a broad range of valuable services to meet the needs of all C4ISR
customers at Fort Monmouth, NJ. Task Orders issued under this contract will be
performance based and either firm fixed price, cost reimbursable, or Time & Material as
determined by the nature and conditions of the work to be performed.

Goals and Objectives of S32G: The intent of the proposed contract is to provide multiple
prime contractors and subcontractors capable of providing the broad range of equipment
and services required to accommodate varied user demands. The resulting multiple
contracts will be combinations of Firm Fixed Price (FFP), Cost Reimbursement, or Time
and Material (T&M) orders.

Areas of Technology: Complete life-cycle services, including system and software
engineering, logistics and business operations support for Team C4ISR.

Specifically, the draft PWS identified eleven general requirements (from Base
Realignment/Closure to Safety & Environmental requirements); Sixteen specific Task
Order requirements, including Task Execution Plan(s), Deliverables, QA and Continuous
Process Improvement, and Task/Manpower/Staffing/Workforce management processes;
Detailed engineering requirements (27); Detailed Logistics requirements (15); Detailed
Business Operations Requirements (17); and Overall Contact Deliverable requirements.

Structure of the RFP: This procurement remains in the pre-solicitation stage. The final
RFP is scheduled for release in the Spring 2010 with an award in the September
timeframe.

Proposal Preparation Challenges: TBD, pending release of the final RFP. However, the
existing draft PWS needs to be carefully analyzed prior to the RFP release. The
probability of a solitary Prime being awarded a contract is remote – however, a strong,
well-defined Team or Partnership(s) will provide CECOM more realism when the
proposal asserts "proven/experienced quality performance."
