The Army needs a capability to track the location of vehicles and communicate with vehicle operators for command and control to provide in-transit visibility of movements within an area of operations and the ability to redirect movements based on changes to battlefield requirements.  The MTS will be employed theater-wide during all levels of conflict, from war to operations other than war.  Transportation elements will use it to monitor and control in-transit status of their equipment moving unit and non-unit equipment, supplies, and personnel throughout the theater transportation system.  The MTS also will provide the capability to synchronize resupply actions with the fluid movements of maneuver forces.

Program Name: Movement Tracking System Support (MTS-III)

History: MTS is a worldwide data communications capability for locating and managing the movement of logistics and combat support vehicles. MTS capability will continue to improve the efficiency and the effectiveness of distribution of resources and assets. MTS will provide in-transit visibility from the sustaining base to the theater of operations. MTS will be used to support missions throughout the full range of military operations from peacetime to war and will provide commanders with near real-time data for location and status of logistics and combat support movement. The system will enable commanders to reroute supplies due to changing priorities, help avoid hazards, and maintain updated unit status.
 
In short, MTS implements a system to track the location of vehicles and logistics assets, communicate with vehicle operators, and redirect missions on a worldwide, near real-time basis during peacetime, operations other than war, and war. MTS provides the capability to link ground level operators conducting missions and commanders/managers that plan, direct, and control operations.

Description: The Army needs a capability to track the location of vehicles and communicate with vehicle operators (U.S., and if necessary, Host Nation) for command and control to provide in-transit visibility of movements within an area of operations and the ability to redirect movements based on changes to battlefield requirements.  This capability is needed to provide commanders real time data on the status of movements and to permit commanders to manage individual vehicles.  The MTS will be employed theater-wide during all levels of conflict, from war to operations other than war.  Transportation elements will use it to monitor and control in-transit status of their equipment moving unit and non-unit equipment, supplies, and personnel throughout the theater transportation system.  The MTS also will provide the capability to synchronize resupply actions with the fluid movements of maneuver forces.
 
The timing for the MTS should begin concurrently with the fielding of the Department of the Army Movements Management System-Redesign (DAMMS-R).  Current transportation management activities use a combination of nonstandard, command unique systems and outdated technology. These systems lack the capability to provide near-real-time data on the location of in-transit vehicles.  Thus, they do not allow the user the ability to redirect or reroute supplies or personnel, which are in-transit within a theater of operations.  The MTS will maximize transportation asset utilization and efficiency, thus reducing overall operational times and associated costs.  The MTS, which can operate as a stand-alone system, will track transportation platforms and not the cargo being transported.
 
However, MTS will interface with the DAMMS-R, Worldwide Port System (WPS), Global Transportation Network, Transportation Coordinator Automated Command and Control Information System (TCACCIS), and the planned radio frequency automated identification technology for these systems will provide the capability to identify cargo. The data provided to the DAMMS-R also can be provided to other information systems through interface with the DAMMS-R.  For example, Standard Army Retail Supply System can provide this capability by developing a master cross reference interrelational database that associates the truck/transportation equipment movement codes with specific cargo identification parameters. This cross reference interrelational database could reside both in the transportation automation systems and the supply automation systems.  The purpose of the MTS is to track and control movement of transportation assets; and therefore, it also could be used to track the movement of associated cargo through the use of such an interrelational database.

Contract Type and Other Characteristics: These issues are still under consideration.

Goals and Objectives: The Army has a continuing requirement for the design, development, installation and operation and maintaining the current MTS contract. This support will provide world-wide two-way data communications and geo-location capability between hand held and vehicle mounted mobile units with designated Control Stations. Specifically, the requirement will involve support of:

• GPS
• Commercial computer equipment
• Systems support software
• Installation kits (A-Kits)
• Air time
• Integration
• Maintenance, and
• Technical support and services

Areas of Technology: The contract will be managed via a Government/Contractor Integrated Product Team (IPT). Additional areas of technology required include:

• Program/Project Management in an IPT environment,
• Configuration Management,
• Education and Training,
• Help Desk Services,
• Maintenance Support Services (Network, GPS Equipment, Mobile and Wireless Equipment, and RFID Equipment),
• Systems Integration, and
• Portal/Web Development

Structure of the RFP: This procurement is still in the Pre-RFP stage. Several offer-tracking firms believe the RFP will be published in the Summer 2010. This is an estimate based on information provided during the Industry Day briefing.
