The successor contract will continue to support government IT efforts with a focus on health and biomedical-related IT services in support of federal agencies' health missions.

Program Name: Chief Information Officer Solutions and Partners – 3 (CIOSP-3)

History: The National Institutes of Health (NIH) has been designated as an executive agent for purposes of providing Information Technology (IT) to the government. Under this authority, NIH established three Government-Wide Acquisition Contracts (GWACs) to support the full range of IT needs across the federal government, with a particular emphasis on agencies like NIH and its parent, HHS, that are involved in health care and clinical and biological research.
 
The NIH Information Technology Acquisition and Assessment Center (NITAAC) took its first major step in developing a successor GWAC to its current Chief Information Officer - Solutions and Partners 2 Innovations (CIO-SP2i) and the Image World 2 New Dimensions (IW2nd) GWACs, which are both expiring in December 2010 by posting a Request for Information (RFI) in FedBizOps on April 30, 2008. The successor contract will continue to support government IT efforts with a focus on health and biomedical-related IT services in support of federal agencies' health missions.
The government intends to solicit a second GWAC that will be set-aside for small business with essentially the same scope. NITAAC will consider the feedback under this announcement in developing both the final CIO-SP3 GWAC and the CIO-SP3 Small Business GWAC RFPs.

Description: Classification Code: D -- Information technology services, including telecommunications services; NAICS Code: 541 -- Professional, Scientific, and Technical Services/541512 -- Computer Systems Design Services. Scope: This contract is intended to provide health and biomedical-related IT services to meet scientific, health, administrative, operational, managerial, and information management requirements.  The contract also contains general IT services because medical systems are increasingly integrated within a broader IT architecture, requiring systems approach to their implementation and a sound infrastructure for their operation.  The scope of IT is defined in FAR section 2.101(b) and further clarified in the Clinger-Cohen Act of 1996.  Ten task areas constitute the technical scope of this contract.  Each is described in Section C.3, below, which includes examples of the types of tasks included under each task area.  The examples are not exhaustive; other IT tasks, as required, may be associated with the task areas defined in this statement of work.
 
Bioinformatics and Electronic Health Records are featured areas in the scope.  This is to both support and provide consistency with the accountability goals of the Federal Health Architecture (FHA), whereby federal agencies are to coordinate effective capital planning activities and invest in and implement interoperable health IT.  Specific scope areas that support FHA are Bioinformatics and Electronic Health Records found under the “IT Services for Biomedical Research and Healthcare” task area, although a number of the other task areas also support FHA objectives.
 
Contract Type and Other Characteristics: NITAAC intends to award multiple IDIQ contracts for acquiring a wide range of Information Technology (IT) products, services, and solutions for the Institutes and Centers (ICs) of the NIH, for the Department of Health and Human Services (HHS), and for all other federal agencies.  The focus is to proactively address issues deemed vital to the federal government and specifically to provide health and biomedical-related IT services in support of federal agencies’ health missions.  Through this procurement, NITAAC will provide multiple, non-mandatory Task Order contracts with improved response time and at equitable and reasonable prices to our customers.  The geographic scope of this requirement includes the Continental United States and abroad.

Goals and Objectives of CIOSP-3: The CIO-SP3 task areas are designed to support the Federal Enterprise Architecture (FEA) by supporting all IT services described in the FEA.  CIO-SP3 supports the FEA in the following ways:

1) CIO-SP3 services, under the Chief Information Officer (CIO) Support task area, can be used to develop and maintain agency enterprise architectures, in support of the FEA.

 2) For inherently IT components of the FEA, CIO-SP3 includes task areas that directly address those components.  For example, the FEA includes document management as a digital asset service in the Service Reference Model.  Document management is included in CIO-SP3’s Digital Government task area (no. 8).

3) For non-IT components of the FEA, CIO-SP3 includes task areas that support the automation of those components.  For example, supply chain management is a business management service in the Service Reference Model.  CIO-SP3’s Enterprise Management Systems task area (no. 9) includes the services needed to automate supply chain management.

4) Some FEA components provide support for the execution of IT functions.  For example, customer relationship management, a customer service in the Service Reference Model.  These are supported by CIO-SP3 through, for example, the Outsourcing or IT Operations and Maintenance task areas (nos. 4 and 5).

5) The FEA Technical Reference Model (TRM) includes standards and technology that would be selected and integrated into systems under CIO-SP3 task orders.  For example, web servers are a delivery server in the TRM that could be selected and installed as part of Digital Government task area.  In general, all task areas of CIO-SP3 must be compatible with the agency architecture defined by the agency’s TRM.  The standards and technology of the TRM will always be incorporated into the systems that are planned and developed under CIO-SP3 task orders.

 6) CIO-SP3 task orders support the Performance Reference Model (PRM) by collecting agency metrics affected by the task.  All tasks will collect appropriate metrics for the PRM measurement category, Information and Technology Management.  CIO-SP3 task orders can also provide automation support to the collection and evaluation of non-IT measurement areas.

 7) And finally, many CIO-SP3 task orders will provide services that plan, implement and manage data defined in an agency’s Data Reference Model.

Section 2 - Past Performance – limit of 20 pages plus a 1-page Summary Reference Information sheet for each reference (see Section L.19.2 Subfactor 1 and Past  Performance Surveys under Section J-3)
 
Section 3 - Management and Technical Approach and Technical Understanding
– limit of 30 pages except for the key personnel resumes

Section 4 - Technical Capability for each Task Area – limit of 20 pages total
 
Section 5 – Pricing - Includes the completed pricing tables submitted through the government- provided on-line electronic submission portal.  Include the basis of pricing – limit of 5 pages (the pricing tables are not included in this limitation).

Proposal Preparation Challenges: The submission of the Contractor Teaming Arrangement is very defined and detailed. This will present challenges to some contractors. Be forewarned of what is required – and what will be evaluated.
